Job Requirements

  • Bachelor’s degree in public administration, business, or related field.
  • Three (3) years of experience in municipal government with increasing levels of responsibility.
  • Possess or the ability to obtain designation as a Certified Municipal Clerk by the International Institute of Municipal Clerks and Certified Public Records Officer.
  • Notary public certification is required within the probationary period.
  • Possess or the ability to obtain a valid Missouri Driver’s License within three months of employment and meet the requirements of the City of West Plains Operation of Vehicle Policy.

Job Description

The City of West Plains, an Equal Opportunity Employer, is seeking a highly organized and detailoriented individual to fill our full-time City Clerk position and become an essential part of the administrative team. This position requires a keen understanding of record-keeping principles, excellent communication skills, and a commitment to upholding transparency in local government. The City Clerk oversees and ensures the accurate and timely preparation of the council meeting agenda and packets and maintains preservation of records of actions taken by city council; maintenance and retention of official records and documents, including resolutions, ordinances, procedures, and policies. Serves as the Custodian of Records for the city; certifies official records and ensures that public requests are fulfilled and maintained in compliance with Sunshine Law. Serves as the city’s election official, coordinating all aspects of the city’s general and special elections, ensuring all legal requirements are met. Administers the oath of office to elected officials and any applicable employees. Maintains a diligent awareness of constantly changing laws, legislation, rules, and regulations governing all aspects of the city. This position also serves as business license coordinator and performs accurate duties related to the issuance, renewal and auditing of city business licenses, vendor applications, peddler permits and permits for other special events. Candidate must have schedule flexibility to attend regular and special city council meetings as needed.
