Job Requirements

High school diploma or GED; bachelor's degree in public administration or engineering preferred; supplemented by two or more years' experience in planning, zoning, and land use management functions; or an equivalent combination of education, certification, training, and/or experience. Must have Association of State Floodplain Managers (ASFPM) Floodplain Manager certification or ability to obtain within one year of appointment to the position. Must have a valid Florida driver's license. Regular in office attendance is required. Candidate is subject to interview(s), medical testing (including drug screening), and a comprehensive background investigation.

Job Description

Performs a variety of complex administrative, technical, and professional work in the field of floodplain management under the Federal Emergency Management Agency’s (FEMA) Community Rating System (CRS) in compliance with regulatory standards and requirements. Ensures compliance with federal, state, and local floodplain management codes, ordinances, and regulations. Identifies, evaluates, and recommends solutions to floodplain management issues including, but not limited to, certification/recertification under the CRS and negotiating flood insurance rate map issues on behalf of the City. Work is performed under general supervision with limited latitude in the use of initiative. Position exercises some judgment in accordance with well-defined policies, procedures, and techniques.

  • Coordinates, implements, and maintains regulatory files, records, and required documentation for the City’s certification under FEMA’s Community Rating System
  • Coordinates City activities for annual recertification to maintain the City’s FEMA community rating status
  • Ensures compliance with federal, state, and local floodplain management codes, ordinances, and regulations
  • Develops and implements floodplain management processes; maintains the City’s substantial improvement figures

  • Verifies accuracy for all flood zone determinations and elevation certifications; ensures elevation certifications are submitted within established time frames
  • Ensures complete and accurate entry of elevation data into applicable geographic database systems; oversees the time transfer of required data to FEMA
  • Negotiates flood insurance rate map issues on behalf of the City
  • Reviews all building plans within flood zones to ensure compliance with the floodplain management ordinance
  • Reviews and interprets codes and ordinances in response to a variety of questions and complaints from engineers, architects, contractors, and the public relative to zoning and permit requirements
  • Provides support to various sections within the department regarding clarification and/or interpretations of codes and regulations
  • Performs various public relations functions and activities related to FEMA and floodplain issues (i.e. public presentations, coordinating and distributing public information, event planning, publication development, video production, etc.)
  • Advises property owners and local stakeholders of their responsibilities in designated flood zone areas of the city
