
- Bachelor's degree in Human Resources, Public Administration, Organizational Development, Business Administration, Psychology, Communications, Social Sciences, or related field.
- Minimum of 6 years of Human Resources experience, especially in the areas of recruitment and retention, classification and compensation, benefits, compliance, training, organizational development, and employee relations.
- Minimum of 5 years of progressively responsible supervisory experience.
- Or any combination of education, experience, and training equivalent to the above Minimum Requirements.
- Previous experience with budgeting, strategic planning and communication with City Council or a Board of Directors.
- Certification as Senior Professional in Human Resources (SHRM-SCP, HRCI-SPHR) preferred.
- This is highly responsible administrative and professional work in planning, directing, and managing the City’s centralized Human Resources (HR) programs and services. The Director serves as the City’s chief human resources officer and provides strategic guidance and leadership in the areas of recruitment, employee and labor relations, classification and compensation, employee development, and compliance with federal, state, and local employment laws.
Work involves frequent contact with department directors, City administration, employees, union representatives, and City Council. The incumbent exercises considerable independent judgment and initiative in the administration of a comprehensive HR program designed to support the City’s workforce and service delivery goals. Work is subject to review through discussion and analysis of program effectiveness and accomplishments.

- Provides leadership and oversight for all human resources operations, ensuring compliance with applicable laws, policies, and best practices in municipal government.
- Advises and supports City leadership on workforce planning, organizational structure, compensation, employee relations, and personnel policy matters.
- Administers City benefit plans (insurance and retirement), leads annual open enrollment.
- Interprets and communicates HR programs, policies, and procedures to City administration, department directors, employees, and their representatives, professional groups, and the public.

- Ensures the maintenance, confidentiality, and legal retention of personnel records, statistics and files.
- Directs the forecast of funds needed for compensation, benefits and other employee related programs based on organizational needs and trends as part of the annual fiscal year budget process.
- Participates as a Budget Team member and provides input.
- Works closely with the CMO to define and establish strategic goals and objectives and execute successful business strategies.
