Education and Experience

  • Bachelor’s degree in engineering, management, business administration or related field.
  • 9+ years of progressive experience in public utilities or related field.
Licenses or Certifications

  • Valid driver’s license.
  • Professional Engineer (P.E.) license preferred.

Job Description

The purpose of this job is to direct operations, maintenance and engineering functions of Water, Electric, Sewer, Stormwater, Solid Waste, and Railroad divisions within the Utilities department. The role ensures compliance with regulatory requirements to safeguard the health and safety of the community, maintains fiscal responsibility, ensures effective customer service, promotes employee safety and conducts long range planning.

Essential Duties and Responsibilities

  • Collaborates with elected and appointed leaders to develop a strategic vision for the department; plans, organizes and directs the budget and capital plans, operations, policies and activities of the department.
  • Engages with the community to strengthen bonds, build public trust and enhance government effectiveness by fostering active participation and collaboration.
  • Supervises, manages and evaluates assigned employees and makes decisions about hiring, discipline and/or termination of employees; prioritizes and assigns work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; addresses employee concerns and/or problems; counsels and/or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries and salary changes; and acts as liaison between employees and management.
  • Serves as the Water & Light director as provided in the City Charter.
  • Oversees all phases of planning, operations, maintenance and engineering for Utilities department.
  • Ensures compliance with federal, state and local regulations.
  • Directs the preparation of the annual department budget and maintains accountability throughout the fiscal year.
  • Prepares memos, reports and presentations for City Council, Water & Light Advisory Board, and task forces. Attends meetings and serves as department representative.
  • Serves as utility subject matter expert to the city manager. Recommends adoption or amendment of ordinances and policies.
  • Directs long range and capital improvement planning.
  • Oversees preparation of specifications, requisition and maintenance of all department equipment, property, buildings and facilities.
  • Regular attendance is a necessary and essential function.
  • Performs other duties as assigned.

Supervisory Responsibilities

Work requires managing and monitoring work performance of entire department including making decisions on hiring, firing, disciplinary actions, evaluating program/work objectives and effectiveness, conducting performance evaluations, and realigning work and staffing assignments, as needed.

    • Is responsible for department-wide financial decision. Assures that appropriate linkages exist between budget requests and departmental goals and objectives. Monitors budget plan and adjusts as necessary.
