Job Requirements

Bachelor’s degree in Parks and Recreation or related field supplemented by 7 or more years (2 years of supervisory experience) of experience managing operations of Parks and/or natural resources or a closely related field with equivalent combination of education, training and experience. Must possess and maintain a valid state of Florida driver’s license. Certification or ability to obtain certification in FEMA Hurricane Preparedness and Response, Recovery and Mitigation, Debris Management, FEMA Incident Command (IS 100,200,300,700, and 800).

Job Description

Under limited supervision, plans, schedules and supervises all Parks and Recreation Maintenance activities of public lands and parks related to public recreation facilities and city owned areas. To ensure effective management for the City of Kissimmee, supervises, schedules, and reviews the work of subordinate personnel. Ensures division compliance with all applicable policies, procedures, and standards. Reports to the Assistant Director of Parks and Recreation.

Specific Duties and Responsibilities

Essential Functions:
Oversees and plans the development and maintenance of public parks, lands and facilities ensuring safety and compliance. Coordinates field operations w/other divisions and departments within the City.

Determines and obtains equipment, tools and materials necessary for a complex variety of field operations.

Develops and administers division capital & operating budgets; approve expenditures, works within budget constraints and plans for future costs.

Inspects parks and recreation department sites; troubleshoots problems and takes corrective action within budget and time line restraints.

Using logic and intelligence, inspects work in progress for compliance w/policies, procedures, and standards of quality and safety.

Interviews/selects new employees; acts on employee issues including discipline, evaluations, promotions, and discharge.

Demonstrates active listening skills, diplomacy, and kindness especially when interacting with residents and others in the community to discuss park maintenance problems and potential solutions.

Oversees design, cost, resources inventory, and scheduling issues for assigned projects.

Performs administrative/office duties, including attending/conducting meetings, computer work, mathematical formulas, proper measurements, etc.

Plans, schedules and supervises all park field operations of the Parks and Recreation Operations Division.

Responsible for Parks division asset management and work order system utilizing ESRI/GIS platforms.

Assists with departmental construction projects, possibly serving as project manager.

Prepares, receives and responds to inquiries, concerns or complaints from City employees, agencies and the public in a timely manner to ensure good communication and customer service.

Oversees work of approved outside contractors and vendors.

Receives, reviews, prepares and submits various records and reports.

Coordinates Community Service Program and any volunteer efforts workers

Reviews requests for equipment/materials; procures items. Determines need for equipment repair and/or replacement.

Supervises the Parks Assistant Manager, Parks Foremen, Parks staff, Cemetery staff & Parks Secretary and assigns and reviews the work of subordinates for completeness, accuracy and timeliness.

Works with and supports Park and Recreation Managers (Recreation and Special Events) to ensure helpful and positive work flow in assignments.

Holds staff accountable for work performance and completion.

Assists with fellow departments and various City partners and outside organizations as necessary.
