Deputy Director, People and Culture

The position of Deputy Director of Human Resources People & Culture is responsible for strategic leadership in support of the people who are employed at the City of Indianapolis and Marion County. This position will design and implement strategies to support a service-driven culture throughout all agencies and divisions. The Deputy Director is a highly visible management position that assists the Director of Human Resources with the development and execution of operational policies for the City of Indianapolis and Marion County. The Deputy Director supervises the program managers and ensures the programmatic work is carried out in a manner consistent with the strategic plan. The Deputy Director serves as a secondary liaison to the Director of Human Resources. This position will oversee the teams responsible for the employee experience and life-cycle including recruitment, hiring, employee relations, onboarding, off-boarding, training, and development. Position reports to Director of  Human Resources.

Position Responsibilities

  • Works with the Director of Human Resources, and elected officials, agency/division leaders to develop internal administrative, financial, and personnel policies as appropriate
  • Ensures the implementation of internal policies among the human resources staff
  • Serves as liaison for internal policy issues involving human resources programs

  • Sets the goals and outcomes for measurements of success for the team and individuals
  • Supervises the employee relations team in effective partnerships and support of agencies and divisions workforce policies
  • Drives effective communication for organizational compliance with Federal, State, Local Laws, and Municipal Codes for the City of Indianapolis Marion County and the Collective Bargaining Agreements
  • Leads, develops, and supervises direct reports through weekly meetings
  • Sets the performance objectives, measuring and tracking of benchmarks, and KPI’s for the teams
  • Helps set and guide the strategic direction of the division and is responsible for management and direction of short and long-term process documentation, process improvements and policy updates
  • Partner with the Director of Human Resources on collecting, measuring, and reporting KPI’s for human resources to internal and external stakeholders annually
  • Participates in union negotiations, interpreting contract language, and delivering human resources processes to effectively uphold the collective bargaining unit’s contract
  • Create, participate, or delegate RFPs, RFBs, and RFQs as needed
  • Incumbent’s decisions and actions are governed by city, state and federal laws and regulations

City Prosecutor

Under the direction of the City Attorney and Chief Prosecutor, serve as prosecuting attorney for the City in jury and bench trials and other court and administrative hearings.

Essential Duties and Responsibilities

Serve as prosecuting attorney in criminal misdemeanor cases filed by the City; represent the City in bench and jury trials, pre-trials, arraignments, sentencing, traffic violations and other misdemeanor and gross misdemeanor cases; represent the City in civil matters such as forfeitures or code enforcement.

Charge criminal cases; review and prepare documents and cases and review probable cause; attempt to resolve cases without necessity of trial if appropriate; perform jury and bench trials, including preparation of jury instructions and preparation of motions related to cases.

Communicate with witnesses, police, other attorneys and defendants as needed; communicate and coordinate with court administrative personnel, City departments, public defenders and other personnel in matters related to criminal cases.

Participate in pre-trial conferences and in-court hearings to potentially resolve cases prior to trial; negotiate, review cases, make offers, investigate and extend offers; place dispositions on the court record.

Organize case information and analyze pertinent case facts and evidence; research legal precedent and develop arguments as appropriate; prepare and supervise the maintenance of criminal case records and other legal documents required to proceed with criminal cases.

Analyze and evaluate the validity of each criminal charge; perform a variety of case preparation duties such as reviewing and signing citations and long form complaints; plea bargaining, negotiating and interviewing witnesses.

Represent the City in court on contested hearings and other infractions as required.

Perform appellate work as needed; research and prepare briefings and present oral arguments in court hearings as required.

Perform legal research and prepare opinions related to various legal issues; prepare and draft ordinances and resolutions, contracts and other legal documents and instruments.

Communicate with and train various City departments regarding the legality of documents and instruments and the prosecution of criminal cases.

Serve as prosecuting attorney for the City in jury and bench trials and other court and administrative hearings regarding infraction, misdemeanor, and gross misdemeanor cases, and related civil matters.

Maintain regular, reliable and punctual attendance.

Police Officer – Recruit/Entry Level

Senior Human Resource Analyst-Classification/Compensation

Provide a wide range of highly responsible and complex human resources support working through the Classification and Compensation or Employment divisions of Central Human Resources.  Serve in a senior level capacity; ensure work quality and adherence to established policies and procedures and perform the more technical and complex tasks relative to assigned area of responsibility. Provide a high level of support within assigned area; research, analyze, advise and consult departments on various HR rules, regulations, practices, policies and procedures. The Office of Internal Audit (OIA) is an independent entity responsible for conducting objective evaluations and providing effective solutions to enhance transparency, accountability, efficiency, and effectiveness in Albuquerque City government. The Office of the Inspector General (“OIG”) is an independent entity that has the responsibility for promoting accountability, integrity, efficiency, and transparency in the governance of the City of Albuquerque. ADA Compliance Administrator

The City of Birmingham is seeking an ADA Compliance Administrator to oversee disability affairs programs and ensure compliance with Title II of the Americans with Disabilities Act (ADA). This role involves managing staff, developing and implementing policies and procedures, and addressing ADA compliance issues to ensure accessibility and nondiscrimination across all city services, programs, and facilities. The Administrator will exercise independent judgment and discretion in shaping departmental objectives and resolving compliance matters.

  • Works with citizens and employees to ensure the City responds to their requests and complaints made under the ADA by receiving requests and complaints, conducting investigations, documenting actions made, contacting managers and/or department heads to discuss workplace accommodations, and locating resources and services for those with disabilities.
  • Designs, develops, and implements internal and external training programs, resources and workshops by researching training content, composing presentations, outlines, and teaching tools to be used during training, and delivering training to update trainees on changes in policies, and procedures to ensure ADA compliance with state, local, and federal guidelines.
  • Develops and implements an on-going self-evaluation process to assess current City policies, services and practices with regard to the Americans with Disabilities Act (ADA), and identifies disability and access related deficiencies involving public services, facilities design and alteration, transportation, and employment.
  • Works with internal and community stakeholders who serve individuals with disabilities, including participation in community outreach activities, committees, and organizations representing people with disabilities.
  • Monitor and make recommendations to any construction or modifications of City buildings, event facilities, and public right-of-ways to ensure compliance with ADA regulations.

Architect

Architects working within the Merit System focus on advanced professional architectural work in the design and development of buildings and facilities. Their work involves the application of architectural principles and techniques in the planning, design, development, and construction of buildings and facilities. They are responsible for the signing and sealing of plans, obtaining permits for construction, and the review of plans and specifications submitted by consultants and contractors. Individuals in this position are required to furnish technical advice to administrative superiors in the development and negotiation of plans and specifications for building and facilities construction. They are expected to use independent judgement, determining the best approach to achieve results that are in compliance with project objectives, as well as professional standards and regulations. Their work is subject to review by the Chief Architect or other managers for adherence to established norms and project guidelines.

  • Performs professional architectural functions including designing, remodeling/ renovating by applying architectural principles and practices to projects of varying complexity in order to ensure the viability and sustainability of the City facilities and related projects.
  • Oversees projects carried out by professionals including consultants, engineers, surveyors, and contractors in order to maximize the efficiency of each project and ensure that development meets the necessary standards.
  • Reviews construction work of contractors during the building process to ensure compliance with the contract documents.
  • Reviews plans prepared by consulting architects for compliance with codes and policies.
  • Works with consultants to define, review and specify the requirements for new construction and remodeling projects, building maintenance, building security, electrical and mechanical systems, landscaping, life safety, space utilization, and long-range facilities planning.

The City of Birmingham is actively seeking to hire Senior Planners. This position focuses on reviewing submission documents such as drawings, maps, surveys, and applications related to development projects to ensure compliance with City and department requirements and ordinances. Individuals in this job class also act as liaisons for the department to various committees, commissions, and citizens to communicate activities taking place, and to provide information related to project development within the community.

  • Reviews drawings, maps, surveys, applications to ensure compliance with departmental requirements and ordinances.
  • Communicates with various individuals (e.g., contractors, realtors, engineers, developers, general public, etc.) in order to answer questions and explain ordinances relating to flood plain, zoning, signage, subdivision, etc.

Senior Assistant City Attorney III (Real Estate Focus)

The City Attorney is seeking a qualified Senior Assistant City Attorney III to serve in the Civil Division of the City Attorney’s Office. Senior Assistant City Attorneys in the Civil Division are assigned to multiple division and/or section clients and handle all legal matters of those assigned clients. The primary client for the attorney selected through this recruitment will be the City’s Real Estate Section. The attorney will be expected to handle a broad range of real estate legal matters, including eminent domain litigation, real estate transactions, and drafting and reviewing easements, license agreements, and other instruments. Three to five years of experience working in the area of Real Estate Law is preferred. While the focus for this position will be real estate law, the selected attorney will also be assigned to other clients based on the experience of the attorney selected and the best interests of the City, as determined by the City Attorney.

The Senior Assistant City Attorney III actively supports and upholds the City’s stated mission and values. Under supervision of the Deputy City Attorney, employees of this class perform senior level work independently. This position is responsible for assisting the City Attorney to provide legal services for the City, including research and analyses of complex legal issues, drafting ordinances and legal memoranda, enforcement of ordinances and statutes, representing the City in Federal, State, and Local administrative courts and agencies, and advising City staff and the City Council.
