Job Requirements

Required:
  • Bachelor's Degree from an accredited college or institution in Human Resources, Organizational Development, Training and Development, or a related field.
  • Five years of professional experience in talent recruitment, human resources, HRIS, or workforce development.
  • Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days).
OR
  • An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.
Preferred:
  • Master's Degree from an accredited college or institution in Human Resources, Organizational Development, Training and Development, or a related field.
  • Municipal experience.
  • SHRM-CP or PHR certification.

Job Description

The Talent Acquisition Manager is a key position within the City of Baytown that helps lead and manage the recruitment and talent acquisition process within the City. This role will be primarily responsible for developing and executing a comprehensive talent acquisition strategy within our City. This position plays a critical role in ensuring our recruitment workflow, recruitment employer branding, and overall mission to attract and retain talent are continually met and refined. The Talent Development Manager manages and oversees the talent acquisition division within Human Resources.

Talent Acquisition Recruitment Strategy
  • Develop and execute a comprehensive talent acquisition strategy aligned with the organization’s goals and objectives. This includes workforce planning, sourcing strategies, and the development of recruitment marketing plans.
  • Provides administrative oversight of the City’s talent acquisition system to include reviewing best processes to streamline, maximize, and ensure optimal usage of the system from an administrative and end-user perspective.
  • Collaborates with department heads and subject matter experts to identify departmental and organizational recruitment needs and objectives.
  • Partnering with local agencies and community partners to source and attract talent.
  • Stays abreast of trends and regulatory compliance items in recruitment to continue ensuring compliance and evolving the City’s programs/processes.
Talent Acquisition Employer Branding
  • Enhance the City’s employer brand by ensuring a positive candidate experience through promoting the company’s values and building relationships with potential candidates.
  • Works with the talent acquisition team to develop strategies to enhance the candidate life cycle experience to drive positive candidate experiences and retention initiatives.
  • Manages and oversees the City HR website.
  • Oversees internal and external marketing objectives and efforts to ensure the City brand is positively represented and known.
Talent Acquisition Special Initiatives
  • Manages the City-Wide Internship program to include partnering with internal stakeholders and participants to ensure both groups benefit from the experience.
  • Manages employee recognition objectives to include the creation and upkeep of avenues to recognize employees across the organization.
  • Manages the payroll process to ensure alignment between the recruitment processes workflow and actual entries into our payroll system.
Training Data and Analysis
  • Collects and analyzes training data to measure the effectiveness of recruitment initiatives.
  • Collects and analyzes recruitment data to measure the effectiveness of organizational use and application of systems and performance.
  • Uses data-driven insights to make improvements and adjustments to recruitment content and methods.
  • Reports on the impact of recruitment efforts and recommends further actions based on findings.
Supervision
  • Performs personnel related duties including, hiring, training, coaching, supervising and disciplining.
Performs all other duties as assigned.
