Hiring Range:   $54,101.00 – $64,921.20
Workdays/Hours:  Monday – Friday / 8:00 a.m. – 4:30 p.m.

Position will be responsible for evaluation and compliance oversight of improved mobility services, including fixed route bus service, demand response transit, and shared micro-mobility service, and passenger vehicles for hire. The position resides in the Mobility Services Division, a division within the Department of Transportation which aims to enhance mobility for traditionally underserved communities such as Black, Indigenous and People of Color (BIPOC), low-income and low-wealth individuals, and those with limited vehicle access such as residents of zero-car households.
We are looking for a candidate who will be influential in defining the City of Durham’s substantial investment in GoDurham fixed route transit services, providing more frequency and span of service, and responding to emerging travel demands and changing land-uses. The position will be responsible for duties such analyzing data to understand the potential benefits and challenges of mobility services and technologies; Developing and implementing evaluation methods to measure the effectiveness and impact of mobility services and offerings to general public; Administering the Passenger Vehicle for Hire (PVFH) program; and Developing and maintaining relationships with local, state, and federal transportation agencies, community groups, and other stakeholders to coordinate and advance mobility services for the City.

  • Decision-making skills including selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction. Decision-making involves assisting with development of operational policies and procedures and ensuring quality control activities.
  • Strong analytical and problem-solving skills, with experience using data analysis tools and software.
  • Excellent communication, interpersonal, and collaboration skills, with experience working with diverse communities and stakeholders.

Duties/Responsibilities

  • Administer the City’s Passenger Vehicle for Hire (PVFH) program that regulates licensing, inspection, and operation of passenger vehicles for hire that seat 15 passengers or less and operate within the city limits.
  • Monitoring, reviewing, and reporting operational data from mobility service contractors.
    Providing performance oversight of contractors to ensure compliance with contract requirements.
  • Providing oversight of contractors for compliance with Federal, State, and local requirements.
  • Reviewing and compiling safety data for submission to the Federal Transit Administration (FTA), North Carolina Department of Transportation, and City/County management.
  • Coordinating with local, state, regional, and federal governments by responding to federal and state transportation legislation and regulations; writing letters and other correspondence; meeting with officials and other stakeholders; and participating on project review teams and committees.
  • Assisting with the design and evaluation of new mobility service projects/pilots as needed.
  • Performing other data analysis activities, as needed, to help advance mobility services for the City.
  • Coordinates with, and/or serves as a liaison to, contractors and City departments and/or external agencies; provides professional assistance; and plans and improves department business processes.
