Job Requirements

The following are the minimum qualifications necessary for entry into the classification:

Education and Experience:

  • Associate’s degree (or 60 units working towards a Bachelor’s Degree) in business administration, finance, accounting or a related field, and four (4) years paraprofessional-level experience comparable to an Administrative Services Coordinator/Support Supervisor or an Administrative Services Specialist, Senior with the City of Oxnard in area of assignment; OR
  • Bachelor’s degree in business administration, finance, accounting or a related field, and two (2) years paraprofessional-level experience comparable to an Administrative Services Coordinator/Support Supervisor or Administrative Services Specialist, Senior with the City of Oxnard in area of assignment.

Licensing/Certifications/Other:

  • Valid Class C California Driver's License
  • Must be able to communicate in English effectively, both orally and in writing.

Job Description

The City of Oxnard’s Human Resources Department is looking for an enthusiastic and skilled Human Resources Analyst to join our dynamic team. In this role, you’ll combine analytical expertise with a passion for people—helping recruit, support, and grow the City’s talented workforce.

What You’ll Do:

  • Recruiting– Attract outstanding talent by designing, planning, and implementing recruiting strategies and programs for professional, technical, managerial, administrative and bargaining unit positions.
  • Employee and Labor Relations– Provide exceptional support and guidance to leaders with the goal of organization-wide consistency in applying employment laws, union agreements, compensation, policies and procedures.
  • Human Resources Projects –  Complete various projects to innovate and enhance human resources services provided.

The Human Resources Analyst is a generalist position that will support certain assigned departments within the City. As the first point of contact for those departments, the ideal candidate will be an excellent communicator and a collaborative team member.  This individual will have strong organizational skills with the ability to work in a fast-paced environment while engaging in problem-solving within policy and contract parameters.

Human Resources Analysts are expected to perform complex, technical and professional level work requiring a high degree of initiative, discernment, oral and written communication skills, critical thinking/analysis, and the ability to successfully manage and de-escalate adverse situations.

Essential Functions:

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.

Performs professional financial, managerial and/or operational analysis work and/or provides program coordination and administration of assigned area.

Responds to inquiries from internal and external customers; conducts research, audits and/or assessments; provides information, guidance and materials in support of designated programs; troubleshoots issues and resolves problems; and, provides project staff support, liaison services and/or general oversight to designated committees, external stakeholders or project teams. Monitors and ensures compliance with policy, procedures, standards and/or regulations.

Gathers information, analyzes data, identifies requirements and trends, and presents findings; prepares, updates and maintains records, reports, presentations, marketing materials and databases; provides recommendations and implements solutions in support of assigned area.

Provides analytical support and coordination of special projects, as assigned.

Performs other duties of a similar nature and level as assigned.

Position Specific Responsibilities Might Include:

Positions assigned to human resources may be responsible for:

  • Providing advice and consultation to managers and supervisors;
  • Performing special projects;
  • Conducting research, analyzing data and preparing reports and recommendations;
  • Coordinating human resources processes such as recruitment and selection, classification and compensation, position control system management, workers’ compensation and safety, absence management and the reasonable accommodation process;
  • Ensuring implementation of policies and procedures;
  • Processing and managing workers’ compensation claims and modified duty assignments;
  • Providing assistance with legal processes;
  • Providing support for safety training and meetings;
  • Processing disability retirement applications.
