Job Requirements

Knowledge of

  • GAAP for governments;

  • Government Finance Officers Association (GFOA) financial reporting programs.

Education

  • Bachelor’s degree in Accounting;
  • Master’s Degree or CPA preferred;
  • Audit emphasis preferred.
Experience

  • Five (5) years of progressive accounting experience.
  • Any work-related experience resulting in acceptable proficiency levels in the above minimum qualifications is an acceptable substitute for the above-specified education and experience requirements.

Job Description

The Strategic Finance Manager is responsible for providing support to the Finance and Budget Departments across all of the responsibilities in the areas of process improvements, internal and external audit research and analytics. Works under indirect supervision, conferring with supervisor on unusual matters. Works extensively within the Finance and Budget Departments, as well as other city departments.

Distinguishing Characteristics

This position provides strategic planning and assistance by working with the Finance and Budget divisions to improve and implement processes to accomplish end results, for using departments. Essential Job Functions

  • Audits system processes and offers improvements and efficiencies for day-to-day operations of the Finance and Budget departments to include financial reporting and analysis and general ledger maintenance all in accordance with Generally Accepted Accounting Principles (GAAP) as prescribed by the Government Accounting Standards Board (GASB).
  • Assists in researching and implementing processes to automate current finance software data to comply with new GASB accounting pronouncements to create the Comprehensive Annual Financial Report.
  • Assists in resolving any system batch errors that may occur within the financial software.
  • Works as the liaison between departments to discuss potential system changes such as interfacing general ledger data.
  • Responsible for system cleanup as it relates to purging data and maintenance of vendor address book.
  • Works with Technology Solutions in coordinating system maintenance.
  • Assists with bank transaction data as it relates to the finance software to ensure efficient reconciliations.
  • Participates, prepares and compiles documentation for the external audit.
  • Assists with generating files in the financial software to be uploaded to the bank.
  • Assists in the year-end process of transferring ledgers performed by the Accounting and Budget departments.
  • Creates online training for current finance software for all end users.
  • Offers assistance to end users when issues occur in the financial software.
  • Develops and becomes a power user in the financial software to offer assistance.
  • Develops a documented financial software user’s manual to provide navigation and assistance of end users.
  • Assists in the Operating and Community Investment Program budget processes.
  • Works with Finance staff to implement daily weekly, monthly and annual audit reports and queries to ensure accuracy.
  • Creates queries for statistical information to use for analysis.
  • Knowledgeable in recommending solutions and utilization of the finance software to its fullest capacity.
  • Works with city dashboard software to include transparency initiatives for the Finance and Budget departments.
  • Performs as point of contact for business process reviews for current finance software.
  • Develops goals, objectives, and priorities for system enhancements for the Finance and Budget departments.
  • Implements and offers guidance and recommendations of new modules within current Finance software to utilize all components of the system.
  • Regular and consistent attendance for the assigned work schedule is essential.

Typical Decisions

  • The Strategic Financial Manager participates in daily operations of the Finance and Budget departments as a power user to ensure adequate and efficient processes are in place to comply with city and other mandated standards.
  • Provides technical assistance to Finance and Budget staff and other city departments.
