
Recommended Minimum Qualifications: The Town will consider any combination of relevant work experience, education, and transferable skills as qualifying unless an item in the qualification section of the job description is labeled required. Education and Experience: Bachelor’s Degree in Human Resources and/or Public Administration or related field and five (5) to seven (7) years or related human resources experience, preferably in a municipal setting; Personnel management and policy development experience is strongly preferred. Familiarity with Risk Management and insurance related matters is preferred Proficiency with computers and Microsoft Office is required. Additional Requirements: Valid Driver’s license Certificated Human Resources Professional SHRM-SCP, SPHR highly desirable; or any equivalent combination of education, training, and experience are preferred.

Supports and manages all Human Resources functions, specifically state, federal, and local personnel policies and regulations, recruitment, employee relations, policy development, labor relations and any other tasks

Essential Functions: The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. Directs and administers all human resource functions for Town personnel, including, but not limited to recruitment, benefits administration, state and federal regulation compliance, wage and salary administration, job classifications and position revisions, collective bargaining negotiation and administration, policy administration, grievance procedure administration, and training programs. Works collaboratively with the town manager staff; and supervisors, managers and department heads throughout the Town, provides effective and thoughtful resolutions to organizational issues that impact employees. Assesses the climate for effective performance, training, and development needs; promotes a culture of employee engagement; attends to employee relations and organizational structure as it affects employee motivation and interdepartmental relations; makes recommendations for optimizing human resources.
Provides labor relations support to Town leadership team; performs in-depth research for collective bargaining proposals; researches practices in other communities and helps draft bargaining proposals; assists with cost analysis during the collective bargaining process; serves as a member of the bargaining team and attends sessions; produces new agreements at conclusion of bargaining; assists with preparation for grievance hearings, arbitrations, negotiation sessions, etc.
Oversees the administration of the Town’s recruitment and hiring efforts, including creating, reviewing, and posting job announcements, placing ads, processing applications, scheduling interviews, drafting interview questions, arranging, and tracking background and CORI checks, medical exams, and other pre- employment requirements; communicates with candidates; and follows up with supervisors to keep them informed of the process(es). Develops and recommends policies and procedures (including a comprehensive Personnel Plan); maintains the Personnel & Policy Guide. Develops and manages the HR operating budget within budgetary constraints. Exercises responsibility for the maintenance of important files and personnel records. Prepares periodic reports and analysis of personnel data, such as salary, benefits, budgetary costs related to personnel and training, collective bargaining research and cost analysis, compliance, and auditing, etc.
Establishes and maintains appropriate records and reports in compliance with all local, state, and federal law. Addresses personnel issues for the Town and serves as the subject matter expert on personnel matters including progressive discipline and performance improvement plans when necessary. Coordinates closely with payroll staff to ensure the processing of payroll actions, deductions, and any other payroll matters. Audits payroll and personnel actions, which are received by the Department to ensure accuracy, and proper and equitable implementation of actions town wide ensuring that proper substantiating data and materials are available. Works closely with the Finance Department on budget matters, reconciliation of personnel actions and matters, and the maintenance of records using the Town’s financial system.
Implements and manages the Towns training and development program; assists in determining types of training to include in program; reviews and recommends staff development opportunities and needs; consults with the Town Manager on program development and needs. Will also function as sexual harassment officer for the town employees. Serves as Affirmative Action Officer, monitors and modifies, as necessary, affirmative action goals and programs. Serves as key member of the liability Loss Control Committee, Foxborough Employee Recognition Committee, and Insurance Advisory Committee. Serves as staff liaison to the Personnel Board and attends all meetings as needed. Responsible for all federal and state compliance and reporting including but not limited to (EEO, FLSA, ADA, FMLA, WC) and employee assistance. Works with the HR Specialist on workers compensation and MGL C.41 §111F management.
Responsible for administering the Town’s wellness program. Assists with the Town’s employee onboarding process; updates and makes recommendations on the process as appropriate. Manages the administration of the Town’s drug and alcohol testing program including maintaining database, scheduling appointments with testing agency and supervisors, and preparing related reports.
Suggests and implements creative ways to recruit new employees and achieve increased employee engagement. Consults with the Town Manager for advice or clarification of Town policy or procedure on unusual requests, employee issues or other situations that may have legal, union, or precedent setting ramifications. Conducts research relating to human resources topics; works on special projects, both short and long term as required. Performs similar or related work as required, directed or as situation dictates.
