Job Requirements

  • Bachelor's degree preferred.
  • 2-3 years office experience.
  • Public sector or human resources experience preferred.
  • Strong organizational and multitasking skills.
  • Excellent communication and interpersonal abilities.
  • Proficiency in HRIS and billing software.
  • Attention to detail and a high level of accuracy.
  • Previous experience in HR benefits administration and billing is a plus.

If so, we have the perfect opportunity for you!  As the Human Resources Benefit and Billing Administrator you will be responsible for administering the Fairfield County employee health benefit offerings, managing the billing processes, and ensuring accuracy all while maintaining up-to-date records to ensure compliance with relevant regulations. This person would service as the primary contact for benefit carrier business partners and employee benefit inquires and issues. Duties

Administers and maintains the health benefit package. Processes life enrollment information with all carriers along with employee open enrollment and employee life events.  Communicate with the Auditor’s office about changes made to benefit elections.  Assist employees with benefit questions and resolving issues.  Process COBRA notifications.

Manage billing, reconciliation and census information with all County benefit vendors. Prepare monthly invoice payments of claims for all benefit providers. Generate and maintain the annual benefit open enrollment. Generate and submit annual reports to the benefit vendors for the new year. Generate, maintain and distribute ACA information to employees and the IRS annually. Maintain and submit bi-weekly FSA contribution and FMLA Eligibility files.

Assist Deputy Human Resources and Risk Management Director with communication to departments, staff training, elevated disciplinary issues, departmental hiring, attend seminars and training, assists with employee issues and maintain confidentiality. Assist with County events.

Process tuition reimbursement applications.   Accept new applications for signatures.   Submit completed applications for reimbursement.  Prepare and manage payment plans for repayment.

Assist Sedgwick with communications regarding FMLA.   Distribute information to employees and departments. Answer questions about the process.

Prepare and submit annual reports and surveys to Department of Labor, State Employment Relations Board, and others as needed. Completes salary analysis requests.

Maintain Unemployment Compensation files. Gather and disseminate information as needed.
