Job Requirements
- Bachelor’s degree is preferred. Experience in the administration of facilities, grounds, and the major facilities systems (HVAC, mechanical, plumbing, electrical, and structural) maintenance may be considered in lieu of education.
- Five years of professional level government administration experience including budgeting, fiscal management, purchasing and program management experience.
Job Description
The primary purpose of this position is to lead, plan, manage, supervise and evaluate a comprehensive program of maintenance and custodial services for the facilities, grounds, equipment, and furnishings of Clay County. The person in this position will create, implement, and continually evaluate long and short-term facility delivery objectives that are responsive to the needs of Clay County.
Primary Responsibilities
- Assist in creating, communicating, implementing and assessing the vision, mission and overall direction of Clay County Missouri; lead in the development and implementation of the County’s overall organizational strategy; demonstrate the leadership necessary to make the mission of Clay County Missouri a success; including leadership vision, leadership that attracts followers and inspire an environment of continuous improvement; leadership that provides opportunity for personnel to grow, both personally and professionally.
- Lead the facilities team, oversee airport operations, and increase operational effectiveness by recruiting, selecting, orienting, training, communicating values, strategies, and objectives; assigning accountability; planning, monitoring, and appraising job results; develop incentives; develop a climate for offering information and opinions; determine staffing needed to accomplish goals, assist with selection of new employees and assignments.
- Establish operational policies and procedures that align with the County’s overall goals and objectives; implement standards of performance, safety policies and procedures and make policy changes as necessary; consults with executive team leadership to ensure policies adhere to local, state and federal regulations, insurance requirements and legalities.
- Develop financial budgets; reviews budget data, production and activity reports, financial statements and other information to ensure budgetary and operational goals are achieved; identify ways to reduce operational costs and increase revenues; plan long-term financial goals for the operations of assigned areas of responsibility; identify, apply for, and manage grants .
- Represent the County for civic and professional association responsibilities and activities in the local and state community; serves as liaison to certain boards as assigned; develops partnerships with area governmental organizations; communicates with constituents and other external organizations.
Essential Duties
- Direct assigned operations to achieve goals within budgeted funds and available personnel; plan and organize projects, programs, and staff assignments; review progress and direct changes in priorities and schedules as needed to assure work is completed in an efficient and timely manner.
- Direct assigned County-wide work programs.
- Provide managerial leadership in the selection, supervision and evaluation of staff. Conduct or oversee performance evaluations, and initiate and implement disciplinary actions as warranted. Resolve sensitive personnel matters. Provide training and motivation to meet changing operational demands.
- Perform or direct investigations, studies, and surveys and develop recommendations regarding operational policy, programs, and services. Make presentations to the Commission to present information and receive direction, if necessary.
- Prepare and administer assigned budgets based on staffing and resource requirements, cost estimates, and objectives and goals.
- Develop and recommend personnel policies; implement and interpret policies as necessary. Establish policies, procedures, work rules, and performance standards to assure the efficient and effective operations of assigned functions in compliance with County standards and federal, state, and local laws.
- Provide planning leadership and direction and develop short and long-range plans, goals, and objectives for assigned functions; coordinate projects and programs with other departments and governmental agencies; monitor a system of regular building, equipment, and grounds inspections to meet all federal, state and local requirements, submitting all reports in a timely fashion; conduct regular inspections of all county facilities, grounds, and equipment to ensure that high standards for cleanliness, attractiveness and safety are maintained; analyze and recommend improvements to existing services and operating systems of the County maintaining a multi-year comprehensive maintenance plan that is both corrective and preventative for the upkeep of all facilities, grounds, and the major facilities systems (HVAC, mechanical, plumbing, electrical, and structural) of the county; develop a custodial services plan for each building that outlines the tasks of and expectations for custodial employees, indicating a detailed daily and periodic schedule for cleaning and simple repairs of the facilities; establish and implement an effective summer and off-season program of specialized cleaning and repair for all park facilities; recommend facility improvement and modernization to improve the systems, equipment, and facilities of Clay County.
- Develop and maintain systems and records that provide for proper evaluation, control and documentation of assigned operations.
- Direct resolution of inquiries, complaints, problems, or emergencies affecting the availability or quality of County services/programs. Respond to most sensitive or complex inquiries/service complaints. Specific duties and responsibilities delegated per ORD 2018-253a including, but not limited to, status change form approval, supervision over department personnel, attend and observe executive sessions, direct county counselor work as appropriate, and attend commission meetings.
