Work Environment Work is performed in an environmentally controlled building. Work may expose the incumbent to high stress situations including contact with the public and others in confrontational, emotionally charged, or uncomfortable circumstances. Performance of this job routinely requires the use of standard office equipment such as a laptop, desktop, smartphone, photocopiers, shredders, and filing cabinets. The noise level in the work environment is usually moderate. The incumbent is required to drive a San Juan County owned vehicles in the course of conducting County business and must abide by the San Juan County Vehicle Policy. Work is performed all throughout the County with occasional travel to Blanding, White Mesa and Navajo Nation communities. This position requires regular virtual meetings with ICMA and other grantees. This includes occasional travel to training and other required grantee meetings.

Job Description

The Economic Mobility Manager will lead initiatives to enhance economic mobility opportunities and upward mobility for residents of San Juan County, Utah, with a focus on Native American citizens and underserved communities. This role will develop and implement economic mobility programs to address educational attainment gaps, workforce development needs, and fostering access to public sector and other high-opportunity careers. The manager will collaborate with County departments, local organizations, tribal entities, and government agencies to create culturally responsive strategies that strengthen academic outcomes, cultural identity, and social belonging.

Overall Responsibility

Program Development and Management:

  • Facilitate an inclusive community engagement process with the County, community members and other stakeholders to develop strategic economic mobility and opportunity priorities and begin implementation of a workplan.
  • Oversee programs to improve high school graduation and college attendance among Native American youth.
  • Develop workforce training initiatives in partnership with Utah State University (USU) Blanding, the University of Utah, Weber State College, San Juan School District, and Utah Department of Workforce Services to prepare residents for public sector jobs requiring specific credentials.

Community and Tribal Engagement:

  • Build partnerships with Navajo Nation, Utah Chapters, Ute Mountain Ute Tribe, Southern Utah Band of Paiutes, and other tribal organizations to ensure culturally relevant programming that supports Native identity and community belonging.
  • Engage with the International City/County Management Association’s (ICMA) Economic Mobility and Opportunity (EMO) Cohort to align local efforts with regional and national best practices.
  • Foster relationships with San Juan County Economic Development, the Navajo Nation Economic Development Department, Non-Profit Organization in the County, Universities working within the County, and other stakeholders to support entrepreneurship and job creation.
  • Provide periodic reporting on grant-funded activities.

Policy Advocacy and Data Analysis:

  • Advocate for policies addressing systemic barriers to economic mobility, such as educational disparities and mental health access, at County and State levels.
  • Analyze local data (e.g., 22.7% poverty rate, 4.0% unemployment, 10% food insecurity) to identify priorities and measure program impact.
  • Collaborate with the San Juan School District and USU Blanding to track and improve local educational outcomes.
  • Collaborate with the local governmental organizations in policy creation and advocacy of programs.

Outreach and Education:

  • Promote awareness of educational and career opportunities through community events, workshops, and partnerships with schools and tribal organizations. o Develop mentorship and internship programs to connect youth with public sector career paths.
