Job Requirements

Education and Experience:  

  • Bachelor’s Degree in Human Resources, Public Administration or related discipline.
  • Five (5) years of diverse human resources or related experience or an equivalent combination of education, training and experience.
  • Local government experience in Human Resources preferred.
  • Supervisory experience preferred.
Certifications and Licenses:  
  • Valid driver’s license is required.
  • SHRM-SCP or SHRM-CP or IPMA-CP/IPMA-SCP preferred.

Job Description

We are excited to hire a full-time Deputy Human Resources Director to join our team!  The purpose of this position is to perform a wide variety of managerial, analytical, administrative and technical work for the County Human Resources Department. This position facilitates, leads, manages and participates in projects and initiatives related to all phases of talent acquisition and training for county departments. Provides assistance to the HR Director with policy implementation and employee relations. Supervises assigned staff as needed.

Duties and Responsibilities:  

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Manages the Talent Acquisition division utilizing Human Resources NEOGOV software to ensure centralized recruitment and selection processes for the County while helping to create brand awareness and culture.
  • Manages the employee training and development program which includes working directly with managers on effective supervisory practices and leadership development.
  • May calibrate job qualifications, job descriptions and screening criteria to align expectations and selection criteria.  Partners with HR staff, departments and interview panels to establish and ensure clear expectations of hiring process, timeline, and roles.
  • Collaborates and partners with hiring managers in the development and implementation of interview processes, questions, and materials,
  • Proactively recruits and pipelines talent; facilitates and trains managers on the selection process to ensure equitable consistent processes; and partnering with internal and external stakeholders.
  • Develops inclusive internal processes designed to support organizational goals of having a diverse, equitable and inclusive workforce.
  • Maintains legal compliance with all pre-employment contingencies, processes and documentation.
  • Coordinates with compensation to develop viable offers, obtain requisite approvals, extend and negotiate offers.
  • Partners with the HR director on employee relations concerns and investigations or complaints.
  • Driving requirement is needed to attend numerous job fairs and employee meetings at various locations.
  • Performs related work as assigned.
