Job Requirements
- Bachelor’s degree in Civil Engineering or a related field;
- At least five (5) years of civil engineering experience;
- Registration as a Professional Engineer (PE);
- Certification and licensure as a Professional Engineer under the NM Engineering and Surveying Practice Act or the ability to obtain certification within six (6) months of hire;
- Valid New Mexico Driver’s License, or the ability to obtain within sixty (60) days, with a driving record acceptable to the City of Alamogordo (valid out-of-state license may be considered);
- Or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.
Job Description
Under general supervision, performs daily work assignments for the Engineering Division of the Utilities Department, in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.
Essential Duties:
- Manages and supervises direct-report staff by coordinating, assigning, and reviewing work to ensure compliance with policies and procedures;
- Conducts employee evaluations, introductory and annual; makes recommendations for hiring, promoting, and releasing employees;
- Initiates and administers corrective action, as necessary, according to the Employee Manual;
- Mentors employees to full potential and ensures appropriate training is given to meet the standards of the position held;
- Draws, designs, and reviews civil engineering plans and specifications. Performs complex analytical work in providing office and engineering support and field engineering support for environmental, water, sewer, street, and other projects and programs, ensuring technical competence and compliance with all current codes and criteria;
- Designs engineering plans and specifications prepared in-house, and reviews those prepared by private consultants and contract workers;
- Prioritizes engineering projects and sets deadlines;
- Plans, designs, reviews, and directs the development of civil engineering projects such as bridge, streets, roads and irrigation systems, drainage improvement, sewer and water construction, stormwater management, telecommunication projects, park facilities, play courts, buildings, and other projects;
- Prepares computations, drafts, and designs plans and specifications;
- Reviews construction plans to identify the need for relocation of existing or proposed water, sewer, and utility lines, design problems, and compliance to standards, including compliance of projects with environmental protection laws;
- Conducts studies of water supply requirements;
- Makes recommendations for changes to plans and specifications; identifies required materials, evaluates costs and prepares estimates;
- Coordinates projects with entities such as the Army Corps of Engineers and utility companies;
- Identifies and monitors Division performance, productivity, progress on goals, objectives, and performance targets to ensure achievement in a timely and professional manner;
- Oversees and supervises the project management of all infrastructure projects to ensure completion within established timetables and budgets, and that infrastructure projects conform to local, state, and federal standards;
- Provides technical support to other City departments;
- Prepares presentations and represents the City in public hearings, City Planning Commission, City Commission, and other special group meetings;
- Reviews and inspects subdivision plans, specifications, proposals, and structures prepared by private consultants and contract workers;
- Coordinates required advertising for bids, reviews construction bids, and makes necessary recommendations based on current City purchasing policies and procedures;
- Assists in the evaluation of transportation and traffic impacts of development proposals, permits, rezones, plats, etc.;
- Prepares traffic, utility, and other studies and reports;
- Coordinates and/or undertakes the development or update of the City Transportation Improvement Program (T.I.P.), Comprehensive Sewer Plan, Comprehensive Water Plan, Capital Improvement Program, and other plans involving the municipal infrastructure;
- Provides intersection signal and channelization design;
- Develops and maintains a pavement management system;
- Reviews utility permits, street permits, and franchise utility permits;
- Assigns and supervises the inspection of construction projects under contract;
- Maintains records, and reviews and prepares technical reports;
- Maintains regular contact with consulting engineers, construction project engineers, City, County, State, and Federal agencies, professional and technical groups, and the public regarding division activities and services;
- Prepares surveys, easement correspondence, and legal descriptions and calculates metes and bounds;
- Inspects workmanship, materials, and equipment used in the construction of engineering projects;
- Supervises and conducts field inspections of projects designed by City staff, or related to engineering issues such as drainage problems, compliance with construction standards, and right-of-way access;
- Prepares and presents special and recurring reports; reviews financial reports to determine program effectiveness;
- Safely operates a motor vehicle;
- Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety-related training and skills;
- Interacts professionally and provides excellent customer service to all levels of City staff and citizens, to ensure high operational and service standards; and
- Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable state or federal authority.
Other Important Duties
- Makes public presentations and represents the City on committees, boards, and civic organizations while conducting outside city-related activities;
- Duties may be performed outside of normal working hours;
- Some out-of-area travel may be required;
- Must obtain and maintain required certifications and/or licenses;
- May serve as interim Utilities Director during absences, as assigned;
- Maintains the confidentiality of information obtained during the performance of duties; and
- Performs such other duties as may be assigned.
