Job Requirements

Bachelor's Degree from a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education, U.S. Secretary of Education, in Information Technology or closely related field, and 4 years' experience working in broadband/telecom network field. 8 years total relevant experience in the telecom industry or closely related field may be substituted for education.

Special Requirement:

  •  Possession of a current NYS Driver's License and access to a personal vehicle and the ability to drive a vehicle in all weather is essential.

Job Description

Incumbents to a position in this class are responsible for designing and executing municipal Broadband programs and initiatives. The Broadband Program Manager is responsible for coordinating and supervising the planning, development and implementation of a mid and last mile strategy, project design, funding, and execution for the City of Buffalo and municipal agencies. The Broadband Project Manager will oversee a city-wide broadband strategy, including the development of an equitable distribution of a last mile connectivity action plan. The Broadband Program Manager will be a key stake holder to development and execute a Digital Equity policy for the city and act as an advisor and technical resource for departments and municipal agencies; and work with the neighborhood planners to conduct outreach and meaningful engagement with community members. The Broadband Program Manager will act as the City’s liaison to develop productive relationships with community stakeholders, State and Federal government offices, technical experts and consultants on all digital equity and broadband initiatives. This position is under the general supervision of the Chief lnformation Officer. Supervision is not typical of this class.

Examples of work (Illustration Only)

  • Oversight of city-wide broadband implementation, including development and implementation of middle mile projects and final mile action plan.
  • Contract negotiation and oversight of publicly or non-profit owned networks
  • Create partnerships and collaborations between Internet Service Providers, Erie county, and other stakeholders
  • Identify funding opportunities to bring resources to the City and its stakeholders.
  • Create revenue streams and budgets to sustain the Broadband Project(s) after three years
  • Attend meetings as requested for technical assistance/input regarding broadband issues.
  • Work with the consulting, engineering, construction, and management organizations that are involved broadband projects
  • Oversight of data collection and preparation of reports as needed for grant funding partners, common council and the administration.
  • Participate in the collection and analysis of data used to show the economic impacts of broadband project(s).
  • Translate organizational objectives into work plans.
  • Create contingency plans to meet changes in business circumstances.
  • Participate in operational meetings with stakeholders.
  • Establish strategies, plans for the organization, and sets direction to meet evolving needs.
  • Effectively support the planning and tracking of multiple projects, resource planning and allocation, ensuring timely resolution of issues, using escalation as necessary, and the creation of ongoing status reports.
  • Provide technical assistance to the organization and its stakeholders in Information
  • Provide regular updates to the CIO and other city and private stakeholders.
  • Assist in developing, writing and negotiating master service agreements with Internet services providers.
  • May be required to travel to and from various worksites.
