Job Requirements

Bachelor's degree in one of the following fields: Marine Operations, Maritime Management or Business Administration; or a minimum of 4 years’ experience, in marina operations, with demonstrated proficiency in harbor management procedures, customer service and communication skills, regulatory compliance, safety protocols and emergency response and team leadership/supervision. Preferred qualifications include experience with harbor management software systems, certification in boating safety and/or harbor operations, knowledge of environmental regulations related to harbor operations and strong problem-solving skills and ability to adapt to changing situations.

Job Description

Responsible for assisting in the management and operation of the harbor, including overseeing piers, tenants, and commercial boats. This role involves maintaining safety and security standards, providing assistance to harbor users, and ensuring compliance with regulations. The Assistant Harbor Master reports to the Harbor Master to coordinate daily activities and address any issues that arise within the harbor.

Essential Job Functions

  • Provide assistance and guidance to harbor users, including boaters, visitors, and tenants.
  • Resolve disputes and conflicts among harbor users in a diplomatic manner.
  • Promote a positive and welcoming atmosphere within the harbor.
  • Ensure compliance with local, state, and federal regulations governing harbor operations.
  • Maintain accurate records of vessel registrations, permits, and inspections.
  • Assist in the development and implementation of policies and procedures to ensure compliance.
  • Enforce safety regulations and guidelines within the harbor.
  • Conduct routine inspections of facilities and equipment to identify hazards.
  • Respond to emergencies and implement appropriate safety protocols.
  • Collaborate with law enforcement agencies to maintain security within the harbor.
  • Monitor the arrival and departure of commercial vessels.
  • Coordinate docking and mooring arrangements for commercial boats.
  • Conduct inspections to ensure commercial vessels meet safety and environmental standards.
  • Supervise the use of piers and ensure they are properly maintained.
  • Assign berths to vessels based on size, type, and availability.
  • Monitor pier activities to ensure compliance with harbor regulations.
  • Coordinate repairs and maintenance of piers as needed.
  • Serve as a point of contact for tenants leasing space within the harbor.
  • Address tenant inquiries, concerns, and complaints in a timely manner.
  • Enforce lease agreements and collect rental fees from tenants.
  • Facilitate communication between tenants and harbor management.
  • Coordinate fueling, loading, and unloading activities for commercial boats.
  • Maintain organized records of harbor activities, including leases, permits, and incident reports.
  • Prepare reports on harbor operations, financial performance, and tenant activities.
  • Assist in budget preparation and expenditure tracking for harbor maintenance and operations.
  • Perform other administrative tasks as assigned by the Harbor Master.

Knowledge, Skills and Abilities
Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

  • Harbor regulations and municipal codes related to patrol operations, maintenance and public safety.
  • Harbor patrol practices, security requirements, emergency preparedness practices, and proper facility use.
  • Strong communication, interpersonal, and customer service skills.
  • Ability to work independently and collaboratively in a dynamic environment.
  • Proficiency in computer applications, including MS Office suite and harbor management software.
  • Certification in CPR, first aid, and boating safety (preferred).
  • Willingness to work flexible hours, including evenings, weekends, and holidays.
  • Marine construction tools, materials and maintenance methods.
  • Completed a boater safety course sanctioned by the U.S. Coast Guard Auxiliary or equivalent.
