Job Requirements

  • Bachelor’s degree in Urban Planning, Architecture, Landscape Architecture or related field.
  • Seven (7) years of professional municipal planning experience or Master’s degree in Urban Planning, Public Administration or related field with 6 years of municipal planning experience or AICP certification with 6 years of municipal planning experience.
  • Experience with preparation of Comprehensive Plan decennial updates and amendments.
  • Valid driver’s license, or ability to obtain one prior to appointment date and have the ability to drive.

    Under the direction of the Assistant Community Development Director/City Planner this position independently performs highly technical planning and administrative duties for the Community Development Department. This position actively assists with the creation, review and execution of the short- and long-term planning processes (development review and implementation, ordinance administration, comprehensive plans, master plans, etc.) Furthermore, this position will supervise the Administrative Assistant of the Planning Division.

    Essential Duties and Responsibilities:

    Perform advanced professional work related to a variety of planning assignments.

    Manage complex planning studies, development applications and review consultant proposals and contracts.

    Assist in the successful review, evaluation and tracking of development applications including plats, site plans, conditional use permits and planned unit developments for conformity with applicable City ordinances and plans.

    Ensure that proper development application fees, zoning fees, park dedication fees and other financial obligations are collected and receipted.

    Provide information on land use applications, ordinances, codes, plans and related planning programs, services or regulations to architects, engineers, developers, contractors, owners, community groups and interested persons.

    Meet with developers, applicants and citizens to review policies and procedures and provide initial feedback on plans, ensuring a comprehensive and timely resolution of each request.

    Manage inter-departmental/agency review of all applications to ensure compliance with local ordinance and state planning statutes. Select and prepare needed background material and coordinate review of items with other concerned/involved parties.

    Work closely with applicants to measure development applications against current ordinances and to offer alternatives to proposed designs or platting schemes, especially regarding traffic circulation system design, and the design of landscaping, architecture, parking, lighting and other on-site improvements.

    Write and present concise yet thorough staff reports for the Planning Commission and attend Planning Commission meetings, neighborhood meetings and other meetings as assigned.

    Prepare letters for the City Council, including background, coordinated analysis and recommendation as well as required resolutions, exhibits and forms, and attend City Council meetings as assigned.

    Assure the proper publication and distribution of public hearing and legal notices.

    Serve as the Project Manager for decennial updates to the Comprehensive Plan.

    Lead interdepartmental meetings to ensure a highly collaborative review of development applications, ordinance and policies.

    Organize and lead weekly/monthly interdepartmental staff meetings.

    Coordinate Comprehensive Plan updates and amendments and updates to Zoning Ordinance and Subdivision Ordinance and associated maps.

    Maintain Comprehensive Plan materials and demographic data in a complete and accurate manner.

    Ensure that approved development applications are administered in compliance with applicable city codes, regulations, policies and directives.

    Monitor the status of compliance with Development Agreements and assure that requirements of the Development Agreements are met.

    Administer Development Agreements and financial securities for developments, including the collection of escrows, letters of credit and other financial guarantees and assuring that contractual agreements are satisfied prior to recommending release/reduction of financial guarantees.

    Supervise and provide work assignments and direction to Administrative Assistant for the Planning Division.

    Work collaboratively and actively support the success of the Community Development Director, Assistant Community Development Director/City Planner, Senior Planner, Planner I and Administrative Assistant.

    Assist in the enforcement of local ordinances and interpretation of city codes and master plans.

    Coordinate and conduct multi-divisional site inspections to ensure compliance with conditions of approval, ordinances, policies and specifications. Complete appropriate documentation and follow-up to ensure deficiencies are addressed in a timely manner.

    Lead the drafting of the Planning Division’s budget and performance measures.

    Serve as the Community Development Department lead related to the creation, maintenance and graphic display of Community Development related data.

    Lead and participate in Project Management Teams (PMT) to accomplish multi-divisional goals of the City.

    Manage the development of policies and procedures and ensure implementation of said policies.

    Develop and implement specifications, regulations, codes, and construction practices related to new residential and commercial development.

    Conduct extensive research in specific or general project areas.

    Analyze information and notices regarding planning and zoning activities of other agencies and jurisdictions.

    Identify and inform supervisor of community issues and opportunities that could be addressed through better planning, and identify development trends and best practices that are consistent with community goals.

    Monitor City’s web page regarding planning matters and ensure content is accurate.
