Job Requirements

  • Seven (7) years of progressively responsible experience in Human Resources is required
  • Bachelor’s degree in Human Resources Administration, Business, Public Administration or a related field is required
  • SHRM, PHR, SPHR or HRCI certification is preferred
  • An equivalent combination of education and experience may be considered
Licenses/Certifications:

  • Valid Colorado Driver License and satisfactory driving record required

Job Description

The Director of Human Resources directs, manages, supervises and coordinates the programs and activities of the Human Resources Department, including benefit administration, policy development and administration, employee relations issues, performance management, position classification and compensation activities.  This position coordinates assigned activities with other Town departments, divisions, outside consultants, and Human Resources legal counsel. This position provides highly responsible and complex support to the Town Manager. The Director of Human Resources supervises the Human Resources Manager, and Human Resources contractors.  The Director of Human Resources works closely with all members of management and others to ensure that his/her responsibilities are effectively and consistently discharged in a way that achieves and maintains the excellence standards set forth by the Town

Essential Duties and Responsibilities:

The below list is intended to illustrate the responsibilities of the position and is not all-encompassing.  The Town may change these duties at any time.

  • Responsible for all services and activities of the Human Resources Department, including human resources, benefits administration and compensation activities
  • Ensures personnel actions, including recruitment, selection, promotion, and discipline are in compliance with current laws and internal policies
  • Manages and participates in the development and implementation of goals, objectives, policies and priorities for assigned programs
  • Recommends and administers policies, procedures and programs which are consistent with legal and human resources trends
  • Monitors and evaluates the efficiency and effectiveness of service and delivery methods and procedures; recommends, within departmental policies, appropriate service and staffing level
  • Plans, directs, coordinates and reviews the work plan for the Human Resources Department staff; assigns work activities, projects and programs
  • Reviews and evaluates work products, methods and procedures of all departments
  • Meets with department staff to identify and resolve problems and conflicts
  • Works with Supervisors to correct performance deficiencies and implements discipline and termination procedures
  • Works with Department Directors to identify organizational training needs and develops or identifies programs to meet the organization’s needs; monitors the programs and evaluates effectiveness in meeting training objective goals and adjusts as needed
  • Analyzes legislation and regulations to determine the effect on human resources programs and services
  • Recommends and implements changes in policies for compliance with applicable laws and regulations, completes required reports and documentation
  • Conducts organizational studies and recommends pay and benefit changes to keep the Town market-competitive
  • Advises and assists Department Directors in a variety of human resources matters and applications of Town policies for their respective departments
  • Oversees and participates in the annual budget process for all Human Resources programs, pay, benefit, training, and staffing needs
  • Provides direction to assigned staff implementing the Board of Trustees policy and direction and ensures the Board of Trustees and Town goals are carried out
  • Monitors municipal government practices, standards, regulations, and trends for changes that may impact the Town
  • Creates, reviews and/or edits reports and statements prepared for the Board of Trustees and/or various committees and commissions
  • Works closely with the leadership team to develop and implement strategic plans and company goals and initiatives and create associated policies and procedures
  • Directs activities to establish succession planning that corresponds to the strategy and objectives of the Town, including the development of individual employees
  • Directs the development of comprehensive recruiting and retention plans to meet the human capital needs of strategic goals
  • Directs the development and implementation of comprehensive compensation and benefit plans that are competitive and cost-effective for the Town
  • Works with the safety team to develop and implement safety policies and programs that comply with all Federal and State regulations and are consistently implemented throughout
  • Attends Town Board meetings and leadership meetings as necessary with adequate preparation
  • Participates in ongoing training for personal and professional development
