Job Requirements

Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job may be considered.  Education, Training and Experience:

  • Bachelor’s degree from an accredited college or university with major coursework in human resources, organizational development, business administration, public administration, or a closely related field.
  • Five (5) years of progressively responsible municipal human resources experience, plus at least three (3) years of supervisory experience. Relevant experience may substitute for education on a year-for-year basis.
  • Experience with Texas Local Government Code Chapter 143 preferred.
Licenses and Certificates:
  • A valid State driver’s license is required at the time of appointment and must be maintained throughout employment.
  • Human Resources-related certification preferred.

Job Description

Under minimal supervision, assist in the management of the activities and operations of the department including employee relations, personnel management, risk management, employee benefit programs, compensation, and recruitment; coordinate assigned activities with other departments and outside agencies; provide highly responsible and complex technical and administrative support to the Senior Director of Human Resources & Civil Service and City Management; and perform other duties as assigned.

This is a single-incumbent management-level classification. The employee performs his/her duties under minimal supervision from the Senior Director of Human Resources & Civil Service and requires using considerable independent judgment, discretion, and initiative in carrying out daily operations.

Duties and Responsibilities

The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.

  • Assist in managing the activities and operations of the department including but not limited to employee benefit programs, employee wellness, civil service activities, employee relations, compensation, and recruitment.
  • Serves in the capacity of the Senior Director of Human Resources & Civil Service in their absence.
  • Manage the development and implementation of departmental goals, objectives, policies and priorities for each assigned service area.
  • Establish, within city policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
  • Plan, direct and coordinate, through subordinate level employees, the Department’s work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
  • Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
  • Assist in the development and administration of the department budget; prepare the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
  • Represent the Department to other departments, elected officials and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations in the absence of the Senior Director of Human Resources & Civil Service.
  • Provide staff assistance to the Senior Director Human Resources & Civil Service and City Management, participate on a variety of boards, commissions and committees.
  • Respond to and resolve difficult and sensitive inquiries and complaints.
  • Prepare and deliver staff reports, presentations, and trainings before employees, community groups, city management, and city council.
  • Perform related duties and responsibilities as assigned.
