Job Requirements

  • Bachelor’s degree in public administration, Public Health, Social Work, Urban Planning, Public Policy, or a closely related field.
  • Five (5) years of progressively responsible experience in homelessness response, community services, behavioral health systems, substance use disorder programs, public-sector program management, or a related field.
  • Experience overseeing contracts and performance management of service providers.
  • Experience managing budgets, grants, or external funding, including compliance, reporting, and performance measurement requirements.
  • Demonstrated ability to coordinate and collaborate across multiple City departments, including public safety, public works, and human services.
  • Strong written and verbal communication skills, including experience preparing reports, briefings, and policy recommendations for executive leadership, governing bodies, or elected officials.
Preferred Qualifications:

  • Master’s degree in Public Administration (MPA), Public Health (MPH), Social Work (MSW), or a related field.
  • Demonstrated experience developing and implementing citywide or system-level strategies addressing homelessness, behavioral health, and/or opioid and/or substance use challenges.
  • Knowledge of opioid abatement and prevention strategies, including harm reduction, overdose prevention, treatment and recovery systems, and post-overdose engagement models.
  • Familiarity with regional Continuum of Care systems and housing-focused service models.

Job Description

Key Responsibilities:

  • Develop, implement, and continuously refine the City’s homelessness response strategy with a focus on permanent housing outcomes and integration of opioid abatement and prevention strategies.
  • Serve as the City’s lead coordinator for encampment response policy, protocols, and interdepartmental alignment, ensuring approaches are trauma-informed and supportive of behavioral health and substance and opioid use needs.
  • Oversee contracts and performance management of City-funded shelter, outreach, substance use prevention, and related service providers.
  • Coordinate efforts across Police, Parks, Sanitation, Public Works, Code Enforcement, Public Health, and other departments to ensure consistent, lawful, and public health–oriented responses.
  • Build and maintain strategic partnerships with nonprofit organizations, behavioral health and treatment providers, housing partners, landlords, and regional agencies to support opioid prevention, treatment, and recovery pathways.
  • Manage program budgets, oversee active opioid abatement grants and pursue grants and external funding related to homelessness response, opioid abatement, crisis response, and community stability initiatives.
  • Ensure compliance with both opioid settlement fund and opioid abatement grant requirements, including allowable uses, performance measures, and reporting obligations.
  • Serve as the City’s primary liaison to businesses, neighborhood groups, advocacy organizations, and regional partners on issues related to homelessness, behavioral health, and opioid-related community impacts.
  • Prepare reports, briefings, and policy recommendations for City leadership and City Council related to homelessness response, crisis response, and opioid abatement initiatives.
  • Respond to community concerns with professionalism, transparency, and accountability, ensuring issues related to homelessness, substance and opioid use, and public safety are addressed at a systems level.
  • Establish and oversee protocols for police–social work co-response, including roles, responsibilities, performance expectations, and alignment with overdose prevention and crisis stabilization best practices.
  • Coordinate with Police leadership and public safety partners to support training, data sharing, and continuous improvement of behavioral health and opioid-related crisis response efforts.
