Job Requirements
- Bachelor’s degree in marketing, communications, public administration, economic development, or related field. Master’s degree preferred. Experience in economic development, marketing, or community development required, minimum of five (5) years’ experience preferred.
- Possession of strong written, visual, and verbal communication skills.
- Ability to build relationships, manage projects, and promote Noblesville to businesses, site selectors, and workforce audiences.
- Ability to successfully complete internal control training as directed.
- Thorough knowledge of and ability to make practical application of Department policies and procedures, city master plan, state laws and local ordinances regarding economic development policies and procedures.
- Ability to supervise and direct assigned personnel, including interviewing applicants, hiring, making work assignments, evaluating performance, and maintaining discipline.
- Working knowledge of the City of Noblesville Civilian Employee Personnel Policy Handbook and ability to apply these regulations/standards to employment.
- Ability to effectively communicate orally and in writing with co-workers, other City departments, external partners, private businesses, site selectors, consultants, educational institutions, workforce organizations, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
- Working knowledge of economic planning techniques, consensus building, and strategic planning.
- Working knowledge of and ability to prepare and administer budgets, including making arithmetic calculations, and assisting in maintaining accurate records and preparing detailed reports.
- Working knowledge of and ability to develop programs for procedures and implementation of economic developments, Tax Abatements, and Tax Increment Financing (TIF).
- Ability to handle sensitive and confidential information in an appropriate and professional manner.
- Working knowledge of Standard English grammar, spelling and punctuation, and ability to type with speed and accuracy, and properly operate a variety of standard office equipment, including computer, printer, telephone, Working knowledge of backend website editing, Adobe Creative Cloud, Customer Relationship Management (CRM) software, and Microsoft Office Programs, such as Word, Excel, Outlook, Teams, and SharePoint.
- Ability to work on several tasks at the same time and complete assignments effectively amidst frequent distractions and interruptions.
- Ability to understand and follow written and oral instructions, plan and layout assigned work projects, and work alone or with others in a team environment with minimum supervision, often under time pressure.
- Ability to work extended hours, evening hours, and occasionally travel out of town for conferences, sometimes overnight.
- Position may also require flexible working hours in order to properly deal with clients and other outside governmental agencies.
- Possession of a valid Indiana driver’s license, a demonstrated safe driving record, and must remain insurable through the City’s liability insurance carrier. (Please refer to the Civilian Personnel Policy for additional information.)

Essential Job Functions
- Support prospective, new, and existing businesses and industrial leaders concerning economic development in Noblesville.
- Provide strategic and administrative support to economic development boards and commissions.
- Develop short and long-term economic development and marketing plans.
- Develop and execute marketing strategies, content, and materials to promote Noblesville.
- Translate data, metrics, and information into compelling stories, presentations, digital content, and recruitment materials.
- Build and nurture strategic relationships to expand opportunities for business growth, investment, and regional collaboration.
- Supervise and direct assigned personnel.
- Improve departmental processes, tools, and systems to enhance efficiency, marketing impact, and stakeholder service.
- Act as a liaison and key communicator between City leadership, external partners, businesses, site selectors, consultants, institutions, and organizations.
