Director of Human Resources & Organizational Develpment
Minimum qualifications include a bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, human resources, organizational development, or a related field, with a master’s degree preferred. Professional human resources certifications, such as SHRM-CP, SHRM-SCP, PHR, or SPHR, are also preferred. Candidates must have at least eight years of progressively responsible professional HR experience, including a minimum of four years in a supervisory or management role, with experience in local government or the public sector strongly preferred. A valid Texas driver’s license is required.

Provides strategic, citywide leadership for human resources and organizational development, aligning workforce strategies and programs with the City’s vision, strategic plan, and City Council priorities. Oversees core HR functions including recruitment, classification and compensation, civil service administration, training and leadership development, employee and labor relations, benefits and retirement coordination, risk management, and HR systems to ensure effective, equitable, and legally compliant service delivery. Serves as a member of the City’s Leadership Team and advisor to executive leadership on civil service, labor relations, workforce policy, and organizational effectiveness, representing the City before the Civil Service Commission. Leads organizational development and workforce sustainability initiatives, including employee engagement, retention, succession planning, performance management, and workforce analytics to support a high-performing, accountable, and service-oriented municipal organization.
