
(a) Bachelor’s* or Master’s* degree in Engineering, and eight (8) years experience in construction engineering, six (6) years of which included cost controls, capital project management, contract management, and supervision. Possession of a New York State License as a Professional Engineer.
OR (b) High School diploma or equivalent, and twenty (20) years experience in construction engineering, ten (10) years of which included cost controls, capital project management, contract management, and supervision.
Directs and manages the administration of the Department and the operation of the bureaus of the Department of Public Works. In accordance with the provisions of the City charter, the incumbents also assume the responsibilities of the Commissioner in the absence of the Commissioner. Manages and supervises a large number of professional engineering, technical, skilled maintenance, labor and administrative/clerical support staff; does related work as required.

Thorough knowledge of the principles and practices of engineering as it relates to the design, construction and maintenance of buildings, roads, operating systems, facilities and structures; thorough knowledge of public administration including budgeting and personnel management; ability to communicate effectively both verbally and in writing, particularly in relaying highly technical information; ability to deal effectively with professionals, contractors, developers, and with the public; ability to plan, lay out and review the work of others; initiative; integrity; tact; sound professional judgement; ability to perform in a reasonable manner the essential functions of the position.
