Job Requirements

A minimum of a bachelor's degree or equivalent in Human Resources related field is required. Ten-plus years of progressive leadership experience with specialized training in employment law, organizational planning, organization development, employee relations, safety, and training, and preventive labor relations preferred. Active affiliation with appropriate Human Resources networks and organizations and ongoing community involvement, and organizations that practice effective Human Resources Management are also preferred.

Job Description

The Human Resources Director originates and coordinates Human Resources practices and objectives that will provide an employee-oriented, high-performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce. The Human Resources Director coordinates implementation of services, policies, and programs and assists and advises elected officials/department heads about Human Resources issues.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

•    Conducts a continuing study of all Human Resources policies, programs, and practices to keep management Informed of new developments, procedures, and laws.
•    Protects the Interests of employees and the county in accordance with county policies and governmental laws and regulations.
•    Counsels with employees and supervisors regarding personnel policies, practices, including advising about consistent disciplinary documentation and procedures.
•    Conducts Investigations when employee complaints or concerns are brought forth.
•    Reviews employee appeals through the county complaint procedure.
•    Assist Department Heads and Elected officials by conducting interviews In instances of grievances, new hires, separations or any other necessary time.
•    Reviews and guides management recommendations for employment terminations.
•    Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship emphasizing quality, continuous improvement, high performance and promote a high level of employee morale and motivation.
•    Manages employee communication and feedback through such avenues as county meetings, suggestion programs, employee satisfaction surveys, newsletters, employee focus groups, one-on-one meetings, and Intranet use.
•    Develops and/or recommends revisions to County employment policies at the Commissioners Court direction.
•    Assist in a process of organizational planning that evaluates job design, and personnel forecasting for the county. Makes recommendations to the Commissioner’s Court.
•    Coach elected officials/department heads on effective methods and objectives with regard to employee retention and to create and maintain a work environment with high morale and productivity.
•    Assist with developing job descriptions for approved budgeted positions. Develops and updates organizational charts for departments.
•    Assists In developing county departmental goals and objectives as requested.
•    Establishes the standard recruiting and hiring practices and procedures necessary to recruit and hire a superior workforce.
•    Provides necessary education and materials to managers and employees by establishing an In-house employee training system and addressing county needs including training needs assessment, new employee orientation, management development, production cross-training and the measurement of training Impact. Also, select and contract external training programs and consultants.
•    Oversees the performance management system, which includes performance development plans and employee development programs of non-performing employees.
•    Supervises Human Resources consultants, attorneys, investigators and training specialists.
•    Develops and monitors an annual budget that Includes Human Resources, employee recognition, and wellness.
