EDUCATION AND EXPERIENCE Graduate degree (M.B.A., M.A., etc), plus 6 years related experience and/or training, and 3 years related management experience, or equivalent combination of education and experience. COMMUNICATION SKILLS Ability to read, analyze, and understand the most complex documents; ability to respond effectively to the most sensitive inquiries or complaints; ability to write speeches and articles using original or innovative techniques or style; ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors. MATHEMATICAL SKILLS Ability to comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory. CRITICAL THINKING SKILLS Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal, logical or scientific symbolism such as formulas, scientific equations, and graphs. Ability to deal with a variety of abstract and concrete variables. REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS Registration as a Professional Engineer (P.E.) is highly desired but not mandatory. Candidates licensed in another state must be able to obtain Arkansas P.E. licensure within 6-12 months of employment. Alternatively, candidates registered as an Engineer Intern (EI) will be considered, provided they have met all other requirements for P.E. licensure except the time-in-service requirement and can obtain the P.E. license within 6-12 months. Strong potential for growth and willingness to acquire necessary certifications and skills will also be considered. PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS

Job Description

The City Stormwater Engineer plays a pivotal role in shaping and administering key elements of the City’s evolving Stormwater Master Plan and Stormwater Management Plan. This role also engages in strategic planning and long-term investment strategies for the City’s stormwater management and infrastructure. Reporting directly to the City Engineer, the position serves as the primary project manager for stormwater-related capital improvements. As part of the City of Rogers’ ambitious efforts, this role demands visionary leadership, effective staff management, and cross-departmental collaboration. The City Stormwater Engineer will work across multiple city departments, providing both specialized engineering and administrative support, while ensuring compliance with local, state, and federal regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Supervises professional, maintenance, and administrative personnel; interviews and hires personnel; plans, schedules, and assigns work; ensures workers are instructed in correct methods and procedures and trained in safe operation of equipment; reviews and evaluates employee performance; takes disciplinary action when necessary. This duty is performed as needed.

2. Supervises and participates in the planning of long and short range goals related to the division; develops, implements, monitors policies and procedures; develops new programs and schedules; establishes project priorities. This duty is performed annually.

3. Manages the City’s Phase II Municipal Separate Storm Sewer System (MS4) Permit. Supervises the work of other employees involved in this federal (Environmental Protection Agency) and state program to reduce stormwater pollution. This duty is performed weekly.

4. Reviews development plans which include stormwater systems to determine compliance with the Engineering Design Criteria and Construction Standards for the City. This duty is performed daily.

5. Manages stormwater projects included in the City’s Capital Improvement Program or other funding mechanism; prepares design drawings and specifications; prepares and receives construction bids; administers construction contracts; follows-up on citizen complaints. This duty is performed as needed.

6. Coordinates with all city departments during the review of development plans submitted to the City of Rogers.  Represents the Community Development Department in reviewing stormwater systems included in all development plans submitted to the City.  Where appropriate the Stormwater Program Manager will administer a stormwater computer modeling program to determine capacities and impacts on the upstream and downstream systems. This duty is performed weekly.

7. Meets with engineers and developers to review plans and specifications submitted for approval for new developments.  Ensures that the submissions are compliant with City regulations. This duty is performed as needed.

8. Plans, allocates, and monitors time, people, equipment, and other resources for the City to ensure efficient organization and operation, satisfactory work quality, safety, and timely completion of work; ensures all work is performed in conformance with appropriate standards and specifications. This duty is performed as needed.

9. Approves contracted maintenance and repair work; monitors and ensures contract compliance. This duty is performed as needed.

10. Meets with the public to respond to questions and resolve problems concerning the division; investigates, documents, and resolves complaints. This duty is performed as needed.

11. Provides information, advice, feedback, or assistance to personnel within the department to refine work outputs or resolve problems; interprets and explains safety rules and regulations and department policies and procedures. This duty is performed as needed.

12. Supervises the purchasing and inventorying of equipment, maintenance and repair parts, and materials. This duty is performed as needed.

13. Prepares, negotiates and administers contracts with consulting engineers for design services; prepares requests for proposals; interviews and selects consultants; negotiates contracts; prepares necessary agenda items and internal memorandums for City Council approval. This duty is performed as needed.

14. Reviews all technical design documents; processes consultants pay claims and negotiates amendments when necessary; prepares applications for state and federal permits when appropriate. This duty is performed as needed.

15. Advertises and evaluates bids for construction contracts; prepares agenda items, contracts and memorandums for approval; conducts periodic site inspections to ensure adherence to contract as well as local. State and federal requirements; provides solutions to construction difficulties; issues change orders; processes contractor pay claims. This duty is performed as needed.

16. Performs engineering work for right-of-way or utility easement acquisition; performs ownership and title research; reviews legal descriptions and prepares agenda items; monitors easement or right-of-way files for projects involving federal or state funds and ensures compliance with federal and state requirements. This duty is performed as needed.

17. Performs budgeting and report preparation functions; prepares and presents budget for division including detailed construction schedules and associated costs; administers funds for division; monitors expenditures to ensure compliance with budget; prepares quarterly and monthly reports for all capital projects. This duty is performed as needed.

18. Coordinates projects with other governmental agencies including, but not limited to, Army Corps of Engineers, ARDOT, FHWA, EPA, FEMA, etc. This duty is performed as needed.

19. Examples of Other Major Responsibilities: Develops and maintains cooperative relationships with other City divisions and departments, outside vendors, and general public contacted in the course of work; assists other divisions/departments as needed. Supervises the preparation of or prepares reports, papers, and other documents appropriate to the department; maintains and updates records and manuals. Keeps City Engineer and Director informed of division’s activities and problems; provides technical advice to Director in area of expertise. Researches and develops equipment specifications; prepares bid; meets with vendors to evaluate products and services; recommends and requisitions equipment. Represents the City at meetings and through correspondence with county, state, federal, and regulatory agencies. Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications. Provides staff support for enforcement of the City’s Flood Plain Ordinances and standards, and related FEMA regulations.  Assists citizens and property owners to solve local storm drainage problems.  Coordinates administrative details with other departments and the public in conjunction with stormwater projects. Prepares and makes presentations to internal and external groups on the topic of stormwater. Prepares verbal and written responses for questions from the public concerning stormwater issues. This duty is performed as needed.
