Job Requirements

Position requires a minimum four years’ experience in public safety telecommunications with one year at the supervisory level.  Demonstrate knowledge and proficiency in the operation and maintenance of the devices and systems in a modern communications center. Demonstrate ability to manage personnel and make recommendations to develop the Telecommunicators and Supervisors. Demonstrate openness and ability to keep management and subordinate personnel briefed as necessary to accomplish the goals of 911 Communications Services Department.

Job Description

The Assistant Manager is responsible for the day-to-day staffing of the Emergency Communications Center.  Ensures all communications and CAD systems are operating properly and that needed system updates are made.  Directs and supervises the activities of Shift Supervisors, Terminal Agency Coordinators, Telecommunicators, 911 System Administrator and the Senior Administrative Assistant. Serve as division administrator in absence of the Manager. As an employee of the 911 Communications Services Division, the Assistant Manager shall obey all policies, procedures, rules and regulations of the Paducah Police Department 911 Communications Services Division.

Illustrative Duties

  • Oversees daily operations of the communications center.
  • Supervises the work of and evaluates Shift Supervisors, Terminal Agency Coordinators, Telecommunicators, Senior Administrative Assistant, and the 911 System Administrator on an annual basis or as instructed by the Manager.
  • Is responsible for reviewing policies and procedures to ensure compliance with federal and state regulation and ensures that the Department and Division are compliant with all CJIS and NCIC regulations.
  • Seeks to maintain a high level of morale and motivation within the department.  Ensures all personnel operate as a team in the performance of their duties.        Encourages cooperation and support among all of the employees of the center and serves as a coach and mentor to all public safety telecommunicators and supervisors.
  • Maintains excellent communication with the Public Safety Answering Point user group and various departments using E-911 services, such as law enforcement and fire departments and other departments.
  • Responds to inquiries and concerns, resolving problems, coordinating activities, and occasionally communicating policy/procedural changes as needed.
  • Oversees the Quality Assurance program.
  • Serves as the Division Training Coordinator and works with the training officers to improve the in-house training program and ensures that all personnel receive the necessary outside training for maintaining certifications and growth in the telecommunications industry.
  • Is the lead person in knowledge of CAD and other system operations, is able to correct system failures as needed to maintain critical, essential Communications Systems.
  • Assists with screening, testing, and interviewing job applicants.
  • Interacts with various first responders and promotes a cohesive work environment.
  • Assists with development of policies, procedures and ensures compliance with the accreditation standards.
  • Assists with the preparation of the annual budget.
  • Functions as the lead person responsible for ensuring full compliance with all regulations concerning Cellular Phase I and II as required by the Kentucky 911 Services Board.
  • Keeps up to date on technology advances concerning public safety telecommunication centers and recommends changes to improve efficiency and effectiveness as appropriate.
  • Ability to work all hours, including weekends and holidays.
  • Other duties as assigned.
