Job Requirements

Education & Experience

  • Four-year degree in civil engineering, construction, public administration or closely related field.
  • Seven years of professional experience in public works and management including no less than three years of supervision.
  • Thorough knowledge of the laws, codes and modern principles and practices as applied to public works administration.
  • Thorough knowledge of the laws, codes, principles, practices, modern methods and techniques pertaining to public works construction and services.
  • Thorough knowledge of budget preparation and control.
  • Considerable ability to plan, organize, assign, supervise, and direct the work of others in an efficient and economical manner.
  • Considerable ability to direct the design, layout, and preparation of construction specifications for public works projects.
  • Considerable ability to organize and conduct technical research work and prepare technical reports.
  • Considerable ability to exercise good judgment, courtesy and tact in maintaining effective public and employee relations and relationships with commissions, boards, Common Council, City departments, consulting firms, and other agencies.
  • Must possess valid Motor Vehicle Operator’s License and an insured automobile for use on the job.
Qualifications & Skills

  • Ability to communicate effectively in both written and verbal form with a variety of city personnel and members of the public, and maintain effective working relationships with other staff, contractors and participants.
  • Basic knowledge of mathematical principles.
  • Strong interpersonal communication and organizational skills and a strong sense of responsibility and initiative.
  • Ability to work closely with the Supervisor and coworkers in performing a variety of tasks.
  • Ability to work independently in a fast-paced environment with frequent interruptions.

The Department of Public Works is responsible for providing quality infrastructure that conveys safe, efficient delivery of essential goods and services, providing clean and beautiful public spaces that maximize the natural environment to enhance the overall quality of life and delivers professional quality public service with a friendly and welcoming atmosphere.

This is a professional managerial position that administers and supervises the activities of the Department of Public Works.  The work involves planning, implementing and directing a comprehensive public works program that ensures sound planning, construction, maintenance, and service under the direction of the City Administrator and the policies set forth by the Common Council, within Federal and State regulations.

Responsibilities

  • Plans, coordinates and directs the activities of the Department.

  • Directs and reviews the preparation of plans and specifications for all municipal projects to include but not limited to: storm and sanitary sewers, streets, docks, structures, bridges and park improvements and other City infrastructure.

  • Serves as member of the City Plan Commission.

  • Prepares the departmental operating and capital budget during the budget process and maintains departmental compliance with the budget throughout the year.

  • Recommends to the City Administrator hiring, promotion, demotion, or dismissal of departmental staff.

  • Responsible for the establishment and administration of internal departmental policies, reviews plan and work in progress for adherence to established policies, proper construction methods, engineering practice, safety regulations and administrative procedure.

  • Evaluates the work of subordinates by inspection and report review.

  • Represents the Department at various meetings to include but not limited to: City Council, standing committees, ad hoc committees, citizen groups, meetings with County, State and Federal entities.

  • Negotiates with consultants, contractors, vendors, suppliers and other government agencies.

  • Foster regular communications with departmental and city staff, elected officials, other governmental agencies as well as the public.

  • Acts as technical advisor to the City Administrator, committees and citizen groups.

  • Responsible for developing and implementing short and long range planning including fiscal and operational planning.

  • Performs other duties as requested by the City Administrator and as lawfully ordered by the Common Council.

  • Prepares bid proposals and specifications for purchase of equipment and materials.
