Job Requirements

Knowledge, Skills, and Abilities

  • Knowledge of State building codes and local laws consistent with the level of certification.
  • Knowledge of the Town's minimum housing code.
  • Knowledge of construction and system installation procedures in electricity, plumbing, heating, and air conditioning systems.
  • General knowledge of the North Carolina Fire Code, unless assigned to inspect the fire code, then considerable knowledge is required.
  • Ability to interpret codes and ordinances and their application to specific situations.
  • Ability to read and interpret plans and specifications.
  • Ability to establish and maintain effective working relationships with contractors and the public.
  • Ability to enforce regulations tactfully and firmly.
  • Ability to review plans.
Desirable Education and Experience

  • Graduation from high school and some experience in the building construction industry and enforcement of code standards; or an equivalent combination of education and experience.
Special Requirements

  • State certification as a building trades inspector at the I, II, or III levels in at least one discipline. (Note:  The Town’s career ladder policy will specify the type and level of certification in each code area.)
  • Possession of a valid North Carolina driver's license.

Physical Requirements:

  • Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, fingering, grasping, feeling, talking, and hearing.  Work often requires physical agility and stamina to perform inspection work.
  • Must be able to perform light work exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and a negligible amount of force constantly to move objects.
  • Must possess the visual acuity to do extensive reading, use measurement devices, operate a motor vehicle, and perform building inspection tasks.

Job Description

The Town of Wake Forest seeks an experienced Code Enforcement Officer III to perform tasks critical to the ongoing development of the Town, including performing inspections and administrative work.  The Code Enforcement Officer III performs responsible technical inspections and plan review work to ensure compliance of construction with the North Carolina State Building Codes.   Work is distinguished between the Code Enforcement Officer I to III by the level of certification attained and the type of inspection work being performed.   The actual work of the different levels may be essentially the same, differentiated primarily by certification level. The town’s career ladder determines the level for each class.
  • Code Enforcement Officer I – Salary Range $50,243 – 87,310.  Requires possession of no standard certificates up to four Level I’s.
  • Code Enforcement Officer II – Salary Range $55,393 – 96,260.  Requires possession of two- Level II Standard certifications in any trade.
  • Code Enforcement Officer III – Salary Range $61,071 – 106,126.  Possession of two-Level III Standard certifications in any trade.
  • Senior Code Enforcement Officer – Salary Range $67,331 – 117,004.  Possession of four- Level III Standard certifications in any trade.
Distinguishing Features of the Class 

An employee in this class is responsible for plan review and the in-field inspections of building, electrical, fire, plumbing, and mechanical installations.  The plan review aspect includes evaluating plans submitted during the permitting process to ensure plans comply with state building codes.  The in-field inspection work ensures that the actual construction is in accordance with approved plans and the state building code.  Public contact is an instrumental aspect of the work.    The employee works daily with contractors, owners, subcontractors, manufacturers, and others to answer questions and resolve problems.  Inspection work is recorded and documented.  Tact, courtesy, and firmness must be exercised in dealing with contractors and the public.  Work subjects the employees to inside and outside environmental conditions, extremes in temperature, and hazards associated with construction work, and may require one to work in close quarters, crawl spaces, and similar enclosed spaces. Work is performed under the general supervision of the Director of Inspections and is evaluated based on periodic conferences, review of inspection reports, and through contractor and public reactions.

Essential Functions

Essential Duties and Tasks

  • Reviews site plans, blueprints, and specifications and receives applications for permits.
  • Inspects building construction for compliance with codes in all four trade areas.
  • Coordinates express plan review.
  • Provides a review of flood management projects as needed.
  • Advises contractors, property owners, and others in interpreting and applying code regulations.
  • Conducts minimum housing code inspections.
  • Conducts fire inspections.
  • Writes inspection reports and fine notices, issues permits, creates field notes, and manages all inspection documentation.
  • Develops and maintains databases.
  • Enforces other Town ordinances.
  • Responds to citizen, developer, and contractor questions regarding the building code.
  • Maintains records of inspections and prepares necessary reports.
  • Reviews and studies the state building code and applicable changes.
  • Notifies responsible parties of defects and reinspects to determine if corrective actions have been taken; issues stop work orders.
  • Performs related duties as required.
