- Professional Experience
- 3+ years' IT operations experience with overseeing major aspects of large-scale technological projects.
- Valid North Carolina Driver’s License.

- Strong interpersonal skills and the ability to effectively communicate (written/verbal) & collaborate with personnel, administrators, and leadership.
- Familiarity with information security regulations, including HIPAA/HITECH, CJIS, and PCI.

- Working knowledge of one or more programming and/or scripting languages.
- Understanding of 911 telecommunications operations and radio transmission systems.

Job Description
The IT Network & Security Manager oversees all aspects of the city’s technological infrastructure—including, but not limited to—the city’s: local area network, wide area network, metropolitan area network, and its next-generation mesh networks.
The IT Network & Security Manager oversees the operations of and provides guidance to the department’s Network & Security Division.
The IT Network & Security Manager is responsible for the city’s overall cyber security strategy, implementation, and enforcement.
Work is performed under the general supervision of the IT Services Assistant Director.
Essential Tasks
Tactical
- Determines and enforces the city’s networking standards.
- Monitors and analyzes the performance of all network systems, (LAN, WAN, and Security appliances) and directs their maintenance and enhancement efforts.
- Installs, configures, tests, labels, diagrams, documents, and maintains LAN/WAN system hardware/software and other related equipment.
- Ensures the availability of network and security staff to address after-hours issues/maintenance.
- Determines causes of errors and applies appropriate and necessary corrective action.
- Answers trouble calls, analyzes problems, assesses user requests, and provides resolutions for network users.
- Performs on-site visits to perform and/or oversee service and maintenance of network assets and infrastructure.
- Aid in the implementation of technical and procedural controls that allow the city to operate in a safe and controlled manner.
- Respond to cyber threats and notify city personnel and other agencies, as required, of incidents.
Strategic
- Defines, reviews, and updates standards, processes & procedures for selection, implementation, and support of the City’s network and security infrastructure.
- Develops and maintains the department’s Disaster Recovery Plan.
- Works with stakeholders to develop a comprehensive cyber security strategy.
- Aids in the revision of the city’s IT Policy.
- Enforces cybersecurity-related policies.
- Ensures all divisional work is performed in accordance with OSHA and the city’s Safety Standards & Policies.
