Job Requirements

  • Associate’s degree or equivalent experience.
  • Four (4) years of related inspections/construction experience.
  • Valid North Carolina Class C Driver’s license with a satisfactory driving record within 60 days of hire.
  • Certification Level III Building within one year of hire.
  • Six (6) hours of continuing education units each year.
  • Become a Sworn Official of City-County within the first 30 days of hire.
Additional Preferred Skills

  • Knowledge of construction standards and specifications of the North Carolina Building and Residential Codes.
  • Knowledge of construction code compliance inspections.
  • Building construction trade, design, plan review or inspections experience.
  • Construction-related customer service experience.

This position is devoted to providing enforcement of codes and regulations, review and approval of building plans. Incumbents serve as a first-level supervisor over permitting and a plan review staff, Code Enforcement or City-County Code Enforcement Inspectors and assists the Chief City-County Codes Inspector. Decision-making involves establishing goals and objectives for the work unit, developing operational policies and procedures, providing direction to field staff in the execution of operational tasks, and ensuring quality control activities. The employee will be responsible for preparation and tracking of work and spending plans, contributing to budget preparation; managing division systems and processes, ensuring personnel have the proper tools and manuals; interpreting field reports; researching new products and techniques; maintaining adequate staffing levels for field demands; assigning and reviewing work; assisting with inspections and field work; performing special projects; and providing customer service.

Duties/Responsibilities

  • Supervises paraprofessional and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.
  • Coordinates inspection and code enforcement operations for an assigned unit; work involves supervising unit staff, to include planning, assigning, and evaluating work; ensuring adequate staffing levels; facilitating meetings; conducting and coordinating trainings and other staff development activities; assisting with inspections and field work; signing off final reviews; performing special projects; and ensuring operational efficiency and compliance with applicable regulations, policies, and procedures.
  • Coordinates the preparation of and prepares, reviews, and/or maintains reports, digital drawings, plans, case files, and other documentation; directs plan reviews; conducts final reviews; issues permits; and maintains databases and online systems; work involves researching, compiling, analyzing, monitoring and/or presenting operational, productivity, and other data; making related recommendations; and ensuring compliance with applicable regulations, policies, and procedures.
  • Coordinates with community groups, City management, senior-level staff, and other internal and external staff, departments, and/or agencies; and attends pre-development, staff, and other meetings, to provide professional assistance; provide customer service, to include receiving, responding to, documenting, and evaluating complaints, and responding to requests for information; providing departmental updates; conduct site visits; and/or facilitate related departmental operations.
